Telematics Solution for Electric Vehicle Pilot (NDC-TEC: WP.IV.1, Saint Lucia)

The Caribbean Centre for Renewable Energy and Energy Efficiency (CCREEE), under the NDC Transport, Energy and Climate (NDC-TEC) initiative, invites qualified firms to submit proposals for the supply, installation, and operation of a telematics solution for an electric vehicle pilot in Saint Lucia.

This activity forms part of Work Package IV.1 (WP.IV.1) of the NDC-TEC project, which supports Saint Lucia’s transition to e-mobility by replacing twenty-two government-owned internal combustion vehicles with new electric vehicles across multiple ministries and agencies. While contributing to the country’s NDC commitments, the focus of this work package is to demonstrate the viability of EV integration in government operations and establish a robust monitoring framework.

CCREEE seeks a contractor to provide a telematics system that enables real-time monitoring of vehicle performance, collection of operational and climate impact data, and improved decision-making on fleet utilization, charging, and maintenance. The selected contractor will:

  • Supply and install telematics devices in 22 EVs.
  • Develop and configure a cloud-based fleet management platform with role-based access for operators, fleet managers, and CCREEE.
  • Capture and report data on key performance indicators over a six-month monitoring period.
  • Deliver training to government operators and fleet managers.
  • Provide reliable technical support throughout the contract period and ensure a final handover of all datasets to CCREEE.

This pilot will generate critical data for Saint Lucia’s NDC reporting obligations and contribute to regional replication under the broader NDC-TEC programme.
