Request for Proposals: Wave Energy Feasibility Assessment for the Caribbean

The Caribbean Centre for Renewable Energy and Energy Efficiency (CCREEE), through the Euroclima programme, invites qualified consulting firms to submit proposals to undertake a comprehensive Wave Energy Feasibility Assessment across Antigua and Barbuda, Barbados, Grenada, Saint Vincent and the Grenadines, and Saint Barthélemy.

Euroclima is a European Union programme that strengthens EU-LAC cooperation in support of a green and just transition across Latin America and the Caribbean. As part of the Global Gateway strategy, the programme supports partner countries and regional organisations to strengthen enabling conditions for sustainable investment, improve access to climate finance, and advance knowledge and cooperation in priority sectors, including the energy transition.

This action is being implemented through UNDP Barbados and the Eastern Caribbean under the wider Euroclima programme. CCREEE acknowledges and thanks the programme’s co-financing partners — the European Union, the German Federal Government through the Federal Ministry for Economic Cooperation and Development (BMZ), and the Spanish Cooperation — for their continued support to climate action and sustainable development across Latin America and the Caribbean. CCREEE also recognises the wider Team Europe partnership supporting the implementation of Euroclima.

This assignment responds to growing regional interest in marine renewable energy and the need for robust, evidence-based analysis to determine the potential role of wave energy in supporting energy security, renewable energy diversification and national climate commitments across Caribbean Small Island Developing States.

About the Assignment

The assessment will establish the primary technical evidence base for determining the viability and investment potential of wave energy across the participating jurisdictions.

A core component of the assignment will be a 12-month in-situ oceanographic measurement campaign, including the deployment of directional wave buoys and Acoustic Doppler Current Profilers (ADCPs) at priority locations. This will be complemented by bathymetric and geotechnical surveys to strengthen understanding of site-specific marine and seabed conditions.

The assignment will include, among other areas:

  • in-situ oceanographic data collection and wave resource characterisation;
  • bathymetric and geotechnical surveys;
  • assessment of wave energy technologies for Caribbean conditions;
  • technical and engineering feasibility analysis;
  • grid integration assessment;
  • economic and financial analysis, including CAPEX, OPEX and investment scenarios;
  • assessment of investment prospects and bankability; and
  • development of evidence-based conclusions on the feasibility of wave energy deployment within the participating jurisdictions.

Request for Proposals

CCREEE is seeking proposals from appropriately qualified firms with demonstrated multidisciplinary expertise in marine renewable energy, oceanography, wave resource assessment, marine engineering, energy systems, financial analysis and related areas, as applicable to the scope of the RFP.

A pre-proposal conference will be held on Wednesday October 7th 2026 from 2:00–3:00 p.m. to provide prospective bidders with an opportunity to receive further information on the assignment and procurement process. The link to join the pre-proposal conference is included in the RFP document.
