EXPERT, KNOWLEDGE MANAGEMENT
A. PURPOSE
To lead the knowledge management portfolio of the CCREEE, with its established standards and norms that are in accordance with international best practices, thereby continually improving the quality and quantity of statistics, information, and products that are accessible for, and effectively supporting energy planning, decision making, and awareness raising within the Caribbean.
More generally, to support the work of the CCREEE, its mandate and deliverables and contributes to its technical work programme through the application of knowledge management principles and practices. As the operations and technical environments of the Centre are highly specialized and integrated, the Knowledge Management Expert is expected to be highly engaged and conversant with the work of the Centre, its Member States, its development partners, and members of the wider eco-system of the CCREEE.
Specifically, also, to establish a robust information and knowledge management architecture to support, inter alia, the management of data and statistics, the exchange of information and knowledge, the development of products and services, and the effective functioning of a framework for monitoring and reporting, for the GEF‑7 Project: “Achieving a rapid decarbonization of the energy sector in Saint Kitts and Nevis”, which is being implemented by the United Nations Environment Programme (UNEP) and executed by the CCREEE.
The position is deemed to be effective, efficient, and relevant when:
- There is adherence to the knowledge management, administrative and procurement policies and procedures established by the CC
- All knowledge management matters are attended to in a very proactive and cohesive manner, with much attention to detail, efficiency and with time sensitivity.
B. ACCOUNTABILITIES
- To lead the implementation of the CCREEE strategy on information sharing and knowledge exchange with focus on the effective management and continual improvement of the CARICOM Energy Knowledge Hub (CEKH), which is intended to function as: (i) the “first stop shop” for statistics and information on the regional energy sector; and (ii) a collaboration platform for information sharing and knowledge exchange among general stakeholder groups.
- To manage and monitor the effective functioning of regional databases, such as the “flagship” Regional Energy Information System (SIER) of the Latin American Energy Organization (OLADE) and the Renewable Energy and Energy Efficiency Activities Database (R3EAD), which are intended, inter alia, to provide Member States, as well as institutions and governments that are supporting sustainable energy promotion within the Caribbean, with real‑time access to accurate, demand‑driven statistics and information to support, inter alia, decision making on initiatives, policies, projects, and activities.
- To develop and manage an effective information and knowledge framework, to include the establishment of a National Energy Information System for St. Kitts and Nevis, that linked to the SIER of CARICOM, to support the periodic development of energy balances, as well as regular monitoring and reporting of indicators for renewable energy, energy efficiency, and other aspects of sustainable energy.
C. RESPONSIBILITIES
Core Duties
- Lead the planning and execution of the CCREEE Regional Knowledge Management Strategy.
- Develop and execute the CCREEE flagship programmes and projects in the areas of knowledge management and awareness creation around sustainable energy, to include the operation of the CARICOM Energy Knowledge Hub (CEKH).
- Manage, and continually improve, the collection of data and statistics in Member States and maintain country profiles and databases, to including the sieCARICOM and the respective Energy Report Cards.
- Manage, and continually improve and develop, demand‑driven knowledge products for sustainable energy and related areas at regional and national levels.
- Manage, and continually improve, the internal knowledge management processes and systems of the CCREEE.
- Establish the protocols, guidelines, and procedures for the CCREEE internal knowledge management practices, with attention to the organization of an internal sustainable energy library that is accessible and available to Members of the Executive Board, Technical Committee, and Secretariat of the Centre.
- Work closely with other CCREEE team members to, inter alia, integrate knowledge management into the initiatives, projects, programmes, and activities of the Centre.
- Work closely with the Chief Technical Advisor and other members of the team for the GEF‑7 Project: “Achieving a rapid decarbonization of the energy sector in Saint Kitts and Nevis”, to integrate knowledge management into the project activities, in particular, and the monitoring and reporting framework for the Member State, in general.
- Supervise the effective project cycle management and quality assurance on Knowledge Management matters, within the Centre.
- Work closely with the Communications, Marketing and Visibility Advisor to, inter alia, identify opportunities for awareness raising and advocacy campaigns on sustainable energy issues at Regional and national levels; develop and disseminate fit‑for‑purpose knowledge products to support the respective campaigns.
- Contribute to the knowledge and intelligence base of CCREEE on global, regional, and country‑level sustainable energy matters.
- Contribute to articles, press releases, and other visibility products for sustainable energy initiatives, projects, programmes, and activities that are being promoted and/or support by the Centre
- Contribute, also, to the exchange of information and sharing of knowledge toward the preparation of, inter alia, policy briefs and technical reports, as required, opinion articles in renowned journals and publications, and books.
- Represent the Centre in key meetings and events at the CCREEE Secretariat, the Caribbean region or international level.
- Support the Communications, Marketing and Visibility Advisor to continually update the CCREEE website with current, and relevant knowledge products.
Other Duties
Contribute to the strengthening of the knowledge management within the network of National Focal Institutions (NFI’s) and Thematic Hubs (TH) of the CCREEE and contribute to sharing and exchange of information and knowledge with other institutions within the Global Network of Sustainable Energy Centres (GN‑SEC).
- Provide coaching to and supervision of junior technical staff and interns of the CCREEE, who are assigned to work with and support NFIs and THs with information and knowledge management initiatives.
- Provide technical and organisational inputs for the inclusion of knowledge management, that is focused on South-South Cooperation on Information and Knowledge Management through the GN‑SEC, within the CCREEE annual work plans.
- Maintain functional cooperation with NFIs, THs, and the GN‑SEC that continually seeks to explore and exploit opportunities for, inter alia, the sharing and exchange of information and knowledge; and the co‑development of mutually‑beneficial knowledge products, etc.
- Any other responsibilities assigned by the Head of Technical Programmes.

Education & Experience:
- Postgraduate university degree at the Master’s Level in the field of engineering, natural sciences, energy, renewable energy, communications, knowledge management, information technology, or international relations.
- At least five (5) years of relevant work experience as a researcher, public relation and/or knowledge management officer; experience in dealing with renewable energy, energy efficiency or environmental issues is an asset.
- At least two (2) years international work experience or in an international context.
- Outstanding communication, presentation, networking, and technical writing skills, in English; analytical writing and communication skills are highly desirable.
- Proven track record regarding project cycle management of programmes, and projects in the area of knowledge management.
- Proven knowledge of the sustainable energy sector within the Caribbean region; work experience in the energy sector within the Caribbean or similar small island environment is an added value.
- Experience in international development cooperation and the management of development partners are a prerequisite; knowledge of and good relations with the main actors within the Caribbean energy sector are an added value.
- Ability to work under pressure and handle politically and culturally sensitive issues; experience in the diplomatic field is an asset; experience with inter-governmental organizations and non‑government organization is a strong added value
- Proficient use of processing tools (Word, Excel, PowerPoint, and Access), internet, electronic mail, and financial/administrative systems; experience with content management systems of websites is desirable.
- Flexibility to adapt to all situations and work varied hours.
- Languages: Proficiency in English; knowledge Spanish or French is an added value
Minimum experience desired
A minimum of five years previous work experience in one of the following institutions:
- A governmental or private sector organisation
- A regional or international organisation
